The public parking lot at 14th Street and Wilshire Boulevard that served nearby businesses and residents for years is gone. The city permanently closed the lot at 1211-1217 14th Street at 10 p.m. on Sunday, June 28, clearing the way for an 82-unit affordable senior housing complex.
The Tierra Apartments, a $77.7 million project by Hollywood Community Housing Corporation, will rise on the 0.58-acre site at the southeast corner of 14th and Wilshire. The footprint includes the former Unleashed by Petco space at 1402 Wilshire Blvd. Construction is expected to begin in July 2026, according to the City Manager's Newsletter.
The project will deliver 40 affordable apartments for low-income seniors and 40 permanent supportive homes for seniors 55 and older who are experiencing or at risk of homelessness. Two additional units are reserved for on-site managers, bringing the total to 82.
The 40 supportive housing units are backed by Project Based Vouchers approved by the Santa Monica Housing Authority, reserved for residents earning 30% of area median income or below. Federal HUD funding totals $18.9 million over 20 years for those units, according to the project's environmental assessment filed in early 2026.
The city first announced plans to convert the 14th Street lot into housing on November 18, 2024, citing its state-required Housing Element. A draft environmental assessment was posted for public comment through March 23, 2026, and the city determined the project would have no significant environmental impact.
The City Manager's Newsletter, reprinted by Santa Monica Next on June 29, acknowledged the lot's closure marks "a real change for those who rely on it" and said the city is committed to helping the community navigate the transition.
Signage at the closed lot includes a QR code linking to a city webpage with nearby parking alternatives, mobility options, and information on how to apply for the city's Below-Market Housing waitlist. Residents can also visit santamonica.gov/housing-news for project updates.
No completion date has been announced. The city has said more information will be shared in coming months as construction gets underway.
